** Residents are encouraged to participate during the Guest portion of the meeting where comments are limited to 3 to 5 minutes per person.  To maintain order and allow the Council to effectively manage the affairs of the community, during the business portion of the meeting guests are invited to speak only when called upon by a member of the Board.
